3. Accurately measure street lighting levels and produce report with average lux results, uniformity, and 360 degrees’ images/videos

Current lux measurement on the road is done using ASLMS where three photo-sensors are mounted on top of a vehicle and measured lane by lane to measure the lighting levels. The vehicle can travel up to 90km/h without any impact to the recoreded results. The ASLMS is also equipped with a GPS antenna to pinpoint each measurement interval and the report is generated by combining the lane by lane readings and overlaying the readings with the street lighting GPS coordinates.
However, there are no photos/videos taken currently to validate the results. Futhermore the current setup cannot operate in vehicle underpasses and tunnels where there is no GPS signal. Estimated length of underpasses and tunnels is about 14.5km while the estimated length of above ground roads is 3,515km.
Hence, the developed product needs to produce real-time lux report with matching photos/videos detecting areas of dark spots or bright spots with consistent photos/videos recorded. The lighting levels and photos/videos will help the team to visualise the ground lighting conditions. The photos should not be automatically adjusted by the camera’s settings (e.g. aperture/ISO/shutter speed). The system should be able to continue lighting measurements where there is no GPS signal by other geo-tagging method. Proposed product would be used by street lighting maintenance contractors and road management agencies/companies.
Requirements
- Able to be vehicle-mounted. GPS integrated. Provide lux measurements in graphic and numeric format. Generate report on thea verage lux, minimum lux and the lux uniformity.
- Calibrated similarly to a handheld light meter to ensure accuracy up to 1 lux, with a range of 0-5000 lux. Data format must be able to entered into the Government’s map based format.
- Complies to ANSI/IES Recommended Practice for Roadway Lighting, CIE 140-2000.
- Able to achieve 100-300% increase in productivity. The current process requires 2 men in a vehicle driven along the road lane by lane for measurement. Afterwhich, generation of the ASLMS report requires approximately an hour to select the recorded lane files for combination. Expected feature to have photos/videos taken during the measurement for verification and understanding of ground conditions.
Desired Outcome
Q2 2020 – Developed Prototype
Ability to produce real-time lux report with matching photos/videos detecting areas of dark spots or bright spots with consistency. Lux measurement accuracy must be within 1 lux and GPS accuracy must be within 5m radius.
Q1 2021 – Pilot Deployment
Lux report and photos/videos are recorded in-sync and validated.
Photos/videos results must be comparable on site for at least 3 different locations. Lux report must be able to show results of lighting levels between a minimum of 2 lamp poles and from junction to junction. The system should be able to continue lighting measurements where there is no GPS signal. The product needs to be able to capture videos of the surroundings and to detect what causes lux variation at each lane.

Market Potential for proposed solution/product
- There is approximately 110,000 lamp poles in Singapore island-wide. Solutions could be extended to other Singapore agencies such as HDB and JTC who are maintaining other street lights in Singapore.
